EXPERT ADVICE The pet connection: Pets in housing Pets in Housing By Liza Souza Outreach Programs Coordinator, Hawaiian Humane Society ; Honolulu Advertiser January 9, 2007 Homeless animals find loving families every day at the Hawaiian Humane Society. The challenge is keeping those furry and feathered friends together with their families because of Hawai'i's limited rental market. The Society's Pets in Housing program, begun in 1994, offers suggestions and guidance on how to find a pet-friendly rental. Finding an affordable, pet-friendly rental unit can be challenging. Not all condos or multi-family homes allow pets, so even buyers face a tough search for a new address. The Pets in Housing program has a dual purpose: supporting pet owners looking for a home, and encouraging landlords, property managers and associations to accept animals. In 1997, the program introduced its bulletin board, advertising available pet-friendly units. It made the leap to cyberspace in November 2000. All the program's resources are available through an easy Internet connection. Landlords can list a property free on the Web site. Listings include a description of the building, amenities, date available, type of pets allowed, monthly rent and contact information. Property owner Lorene Chang has been using the Hawaiian Humane Society's listing for her apartment rentals for over four years. She says she has always found the most desirable tenants and pets by using the service. "I find the tenants to be very caring people i they not only look out for their pets but they also look out and take care of each other," says Chang. "All my tenants found through the Society's important service embody the true spirit of aloha." The list of pet-friendly buildings divides Oahu into six areas. The list is easy to cross-reference with housing want-ads. Each address listed has a pet policy; those not listed do not allow pets. Gayle Glenn of the Property Managers, Ltd. says, "We find that our property managers have an easier time finding a tenant if the property is pet-friendly. Our property managers also find the society's Web site to be a valuable tool," she adds. Sample rental agreements, a pet addendum, landlord checklists, and tips for tenants and property managers are just a few of the forms available on the Web site, that can be downloaded. In 1999, the Hawaiian Humane Society set out to find an authoritative list of sites where leashed dogs were permitted. It was determined that no county or state agency had such a list. "Enjoying Hawai'i's shoreline is part of island life. With dogs in more than 35 percent of O'ahu's households, the community should have this information," said Pamela Burns, Humane Society president and CEO who spearheaded this project in 1999. In 2000, the society met with legislators, city council members, and even formed a Dog Beach Taskforce to address the need. Little progress was made; more doors closed than opened. For a time, it seemed that such a list would never be completed. In 2003, Humane Society volunteer Alvin Sasaki singlehandedly took on this project. Industrious and meticulous, Sasaki began wading through the complexity of state and city laws on beaches and parks. Beach by beach, Sasaki assessed whether they were owned or managed by the city versus the state; if the beach was on state unencumbered land; and whether the beach fronted a park owned by the state. He spent a week at the Title Research City Real Property Offices and found that the answers to where dogs are allowed were hidden in the tax maps. Sasaki visited many of the beaches to make a final determination. "This list was born out of painstaking research and plain dogged tenacity on Alvin's part," says Burns. "After Alvin completed his research and finalized the list, it was circulated to the Honolulu Police Department, state Department of Land and Natural Resources, and even lifeguards for their review." The list shares little-known locations, from Hawai'i Kai to Ha'aula, that all allow leashed dogs. The society advises that some beach parks prohibit dogs, but it is allowable to pass through to get to a dog-permissible beach as long as the most direct path is taken. • • • GUIDE TO DOGS ON BEACHES This list, which includes sites where no dogs are allowed, is available at the society or at www.hawaiianhumane.org, under Programs and Services.
